Also, there's no point complaining over it, they have it in their known issue thread and are going to apply a hotfix to it this coming patch, and if you KNEW the XP was going to suck for leveling veteran still, WHY did you start leveling your vet character? This is something I don't get from most people complaining about it. If vet XP sucks right now, use your head and play a NON VET CHARACTER. Seriously.
OMG im gonna make another character and level it up to 50 and then i'll exactly do the same again. HOW COULD I HAVE BEEN SO STUPID???
He is leveling a vet char because he wants to play the endcontent.

If you study there is no reason for having no freetime. In this freetime you can play a videogame. And if you play a videogame (in our case ESO) you can complain about bad mistakes done by the VP/XP-changes.
I wanna play with my friends. Some of them are V14 and others aren't and i don't want to be stuck under veteran ranks on an empty non vet server.

My best guess: 2 maybe 3 quests max per zone are affected.
All who now believe/hope that after the next patch quest XP gain will be back to "sane" levels are delusional - there is no other way to say it.

I have faith that Z know exactly what they are doing:
binding ppl to their subscriptions by only offering one way (grind the few dailies for a long time which means even longer subscriptions) to level up now.
And of course there is the "other" way: running in circles grinding the same overland mobs for hours and hours for poor gain rates.
Takes a lot (extremely boring) time, too, unless you really can play 10 hours or so daily - approved by Z, too, because you still need to subscribe for long time.
Patch 1.5 is what it is... a subscription money grabbing attempt by dragging out level gains as much as possible.
