Alchemy Writ Unable to be Completed

Part of the writ/quest asks to acquire 3 Nirnroot. Taking 3 out of the bank did not give me credit. Going into the world and harvested 2 Nirnroot nodes, still has not awarded credit for acquiring Nirnroot and having it in my possession.
Is there something I am not understanding or is this a bug?
