✭✭✭I have it too, had it the moment I logged in on my main. It DOES persist through relogging and even restarting the game. Travelling seems to help, but not always, and best of all, when I relogged after that I had it again. Delightful.0 -

Well, couldn't before maint, at least. I travelled and it went away but then came back again in a few mins.

A bit of advice that isn't super great, but easy to try. Dying clears the effects on a character and should prevent this from reappearing. We recommend giving this a shot first since it's pretty quick and easy.
If it doesn't help, please let us know! We'd be happy to submit a ticket for you. From there, a GM will be able to take a look at the effects on your character and will be able to clear anything that's stuck. Thanks again for your patience.2 -

Think of it more as a glorious rebirth of your hero. The embarassing method of death doesn't really need to be mentioned to anyone else :P.
Glad to hear it's working though! @zinoviy22b14_ESO, if you wouldn't mind, please give a quick try to punching a mudcrab and standing heroically until your death. Upon your own glorious rebirth, let us know if the effect goes away!1 -
