Cannot plant seeds on the dead to progress the quest. Two other Mage quests are fine.

Laehl Direthorn - Bosmer Nightblade, Purveyor of fine Clothes, Bows and Staves
Reeza gra-Zuni - Orc Templar 'War Shaman' and Apothecary
Noemi Snowpaw - Kajiit Dragon Knight - I laugh... or I'd have to kill you.
Kitera Dreamon - Breton of The Dominion: Because those Daggers don't appreciate a great Mage.
Lysara Shadowcroft - Dunmer Bloodmage: This will only hurt a lot.

Circuitous✭✭✭✭✭Actually the method I used is even simpler than any in that thread.
Kill an enemy. Lure another enemy to the corpse. Plant seed on corpse, living enemy is affected, credit is given. Get another corpse (the first one you seeded is a skeleton now and won't work), lure another enemy to it, repeat.
You don't have to wait for respawns and they don't even have to be the same type of enemy, so long as they're humanoid. Skeletons and zombies don't count. Kite someone over from half the map and this still works.Edited by Circuitous on August 10, 2014 1:25PMＴｈａｎｋ Ｓｔｅｎｄａｒｒ ｉｔ’ｓ Ｆｒｅｄａｓ．

Um, I did it a couple of weeks ago, and it worked fine then.
I just had to kill living soldiers, and plant the seeds on their corpses, undead corpses had no effect though.
