Limiting available skills to 2 x (5+1) rewards intelligence and skill. It also provides immeasurable variety in builds. How else would you propose ESO create a wide variety of builds with it's "play-how-you-want" approach?
It is the limitation of skill slots itself that creates the variety, not the number. You are haggling over 5 or 8 skill slots, that is not the point. It is the actual limitation that makes people choose and creates variety.
You are right however, mathematically there are more permutations with 8 skill slots than 5, but again that is not the point I was trying to make.

Right now all I have to do is press 1-2-3-4-5 in sequence. No brain power required at all. Every fight: 1-2-3-4-5... and sometimes I have to press "R". If I'm bored I can press the LMB.
It hurts when I have to press "R" because that engages my brain and I have to actually wake up when I'm playing.
