I agree with why some camps are placed ( done it myself and agree with you) , but this map shows each camp was strategically placed solely to prevent the other alliances from being able to set a camp. This shouldn't be tolerated I just don't see how it can be stopped without possibly punishing a player not guilty of trolling.. I guess the alliances in the area need to police from inside I just don't think they will ..

For example, I have been in Gank squads who have placed camps on the shoreline around imperial city for a pretty good reason. They are out of the way spots that won't be found and destroyed in 5 minutes. This allows our gank team to roam the general area freely and not have to defend our camp.
Is that helpfull to the alliance? Maybe sometimes, we tend to hit supply lines pretty hard. We even stop to take resources here and there. But no, it is not 100% designed to help the alliance, we are being selfish and putting a camp where we want one regardless of the effects it has on others because we know this:
If our camp is preventing someone from placing another camp, our camp will get (and has been) used up in about 30 seconds and the camp the larger group wanted will then interfere with OUR plans (again, not everyone in Cyrodiil is there to take keeps)

Before you flame me, I do agree troll camps are a thing, a very bad thing. Having said that, any fix for that problem must take into consideration that not all camps are for keep sieges.
