Plenty of provisioning supplies in delves and dungeons. There are also grocers that will sell provisioning items.

I agree with the exception of motifs and to a lesser extent, recipes. Those bad boys are already getting scarce to come by and will be much harder to loot after the justice system is in place. Should be interesting

They are saying if you activate your justice system flag and loot barrels and stuff you can sell what you get.
If you loot without the flag being on, then the loot is unsellable, usable but not sellable.
Basically if you bypass the risk you can't make money off it.

I'm more concerned about not being able to search all desks and such for motifs or recipes, since these we can not find outside in any barrels and crates.
Buying them in a guild store or in zone chat is alreay expensive, but they will cost a fortune when the justice system is out, I bet.

Well, there have been several posts by Mods say that you need to be in stealth mode to steal, can't remeber which threads though. And your thoughts do make sense, so here's hoping that the devs do something similar.
There has even been a few mod posts saying you need to opt into the justice system, which seems to mean putting a tabard on. So it does look hopeful.
