Because I'm sure he knew how imbalanced the PVP populations would be when he created his toon.... Like most AD he likely conspired with the masses to stack the alliance with an overabundance of zerglings.
Telling people to "just re-roll" is ridiculous, and you are only saying that because you 1) are in a position where you don't need to re-roll to avoid long queue times or 2) you have so much free time you can level an alt in couple of weeks.
Some people (myself included) rolled our toons at pre-release and have invested an incredible amount of our scant leisure time into our characters. "Just re-rolling" isn't something I am going to do, as it would take me months to get another character up to par with my main. And it isn't just the VR leveling, it's the alliance war leveling that people don't want to throw away. And I think this is how most people on AD feel about it.
This is something ZOS needs to resolve through: 1) incentives 2) character transfers or 3) expanding the player base.

Yes, ZOS absolutely should do something about it.
They haven't, and if you have faith in them at this point, then I feel you are more optimistic than the situation warrants. How long has everything else taken to correct at this point? Do you expect any sort of character transfer or incentives before 1.6 at the absolute earliest? (remember, it's 1.5 that's currently on the PTS)
What sort of health will the PVP in this game be in by that point? How much more attrition do we have to suffer because NA AD players can't be bothered and can't understand the severity of the situation?
It took about 60-90 days to completely kill the imbalanced first season campaign servers. How many more cycles of Thornblade do we have before there's a collective shrug and this game's PVP is dead?
It will take less time and be better for the game for the rerolls to start right this minute. You'll be ready and able to play, likely before 1.5 even hits if you start today and work all this weekend.
Until then, yes, you can very well suffer.
Suffer the long queues.
Suffer the lack of competition off hours.
Suffer the death of the game as people maintain your mindset.
