Because no one in Cyrodil uses attacks that apply poison. I mean, we all know how utterly useless lethal arrow is...

While i do agree that its about dam time WW got some love, in turn I dont think its right to nerf the crap out of Vamps either. Im sure i have an odd opinion on the matter versus most on forums at least. I do find the hate for Vamps annoying. Though it would be the same if it were reversed as well.
Both should be equally awesome.

But it is a problem in PVE. If all skills are adjusted to make PVPrs happy then zos is catering to the minority.
