I saw this on the PTS.
As I play on EU, I only have a template and can't go to Coldharbour. I doubt there is something there but you never know.
Any NA guy could have a look into it ? thanks

I don't think they're sneaking the FULL Justice System into Update 5.
It's likely a placeholder for when they start actively putting Justice system features onto the PTS.

✭✭✭Every player on the PTS has this same item on their screen for every zone they enter or open on a map. There is nothing that actually alters the bounty value so it will remain at 0 for the time being. ZOS will probably hide this screen info before 1.5 goes live; but there is a chance it might remain because it does no harm and never changes:0 -

✭Good eyes! The bounty icon sneaked its way from our development server to PTS. We've sent some Enforcers after it and it'll be vanishing back to the development server soon, as the Justice System will not be a part of Update 5.0 -

People know they can't raise it yet but it's reassuring and encouraging to see the content is in the works you know 1 -
