Yeah... thats cool. Except for the part where many players already have these ultra rare items, making it completely unfair to the rest of the players.
Its also completely unfair that trials are the only avenue to obtain these pieces. making them rare is fine... but make them available to Pvpers, grinders, etc.
If I wanted a game where the only place to get gear was from a raid, I would play something else.

Correct me if I'm wrong (I don't do trials either), but, by putting them on trash mobs, doesn't that allow for non-optimal groups to go in, kill some trash before the first boss, leave, reset, repeat? This kind of opens the item farm up for people who "don't do trials".
So basically Z is spitting in the faces of newer/slower players who are just approaching Craglorn content and now have no real chance getting those v12 signets anymore.
Altering the loot tables so late after all the early players/fast grinder stocked up on a specific item... well, that's a real *** move.

The bosses should have a chance to drop the jewelry, purple quality, as long as they can drop the armor, purple quality.
Also consider having 2h, bow, and staffs count as two items in a set, and having two enchants, or a passive stat boost (similar to jewelry).

I think you don't understand: there's nothing to buy anymore. And if there is, you pay about half a million gold for them (see the example on top of the page). Grinding for THAT? No way!

The intentional drop rate reduction has caused a headache for those of us who don't partake in dungeons. And it's incredibly unfair for folks who were not VR10+ prior to 1.4. Why are you penalizing the newer players and those who level slowly?
The folks who got a ton of these signets a few months back are now making serious cash, and I am considering bankrupting myself just to get ONE ring. Come on. Gold is easy enough to get in this game, but seriously, that's not the point. These rings are not legendary quality. It's just a good set that works well with a lot of builds. If you want to make it scarce, fine, but GIVE US OTHER DECENT OPTIONS, please. You have so few methods of obtaining decent item sets that include jewelry. Jewel crafting is not yet in the game, therefore people who don't grind trials need to depend on guild stores to obtain a lot of our sets.
But guild stores are barely selling them. Why? Because even for those who do run AA, the drop rate is pitiful. A post from Reddit claimed that 1/75 runs yielded maybe a green Warlock signet, maybe a blue.
I have a job and a life. I prefer to spend my time in Cyrodiil or doing quests with my boyfriend. Not spending eons grinding endless trials for a ring that is, quite frankly, not that amazing, and probably won't even drop.
