weapon swapping and passives.

I have thought about this before and was reminded of it last night as I was switching my skill bars around for PvP. I really think that ZoS needs to make it so whether you are using weapon 1 or weapon 2 you still receive the passive benefits of the skill bar from the weapon you currently are not using. I mean, the weapon is still technically equipped. Its not just hanging out in your inventory. All classes would benefit and the system can't be abused. Even if a person loaded one weapon bar with stuff strictly for passives and didn't use that bar they would limit themselves by only using one skill bar. I don't know if it's the OCD in me but I hate swapping weapons and see my freaking stats change every time. It's honestly pretty stupid. It wouldn't change how weapons work, a restore staffs passives wouldn't make your 2 hand sword more powerful or make your block with 2 daggers suddenly absorb magicka. But class passives would apply regardless. So if you have siphon abilities on one bar but using another bar, the added magicka from the siphoning passives should still apply when using your other bar that does not have a siphoning ability on it. Skills that themselves specifically say if another skill on the bar is slotted does not count for this since its a passive of that particular skill, not the whole class skill tree. Example, concealed weapon and dark cloak would need to be on the bar for the skills passive to work.

I'm no more a fan of this idea than I am of being able to use abilities from armor that you don't even have equipped. I'm in favor of keeping it the way it is.

I think the idea behind weapon passives is, the more you swing a weapon around, the better you get with it. If the weapon is on your back, you are not using it and the weapon passives should not apply.

I do agree with you that having abilities on each bar that passively increase a max stat, upon switching bars, change your stats, is pretty annoying. However, someone could easily abuse both bars carrying over by equipping one bar full of skills that grant passive boosts, then only using the other bar. Remember, increasing max stats also increases damage done with magic and stamina. I think the system is fine how it is.

It wouldn't benefit them though. If they stack one bar simply for the purpose of boosting the other then their other bar is going to be completely useless as it's only made to have its passives support their other bar, therefore they are cutting themselves short by literally only giving themselves 5 skills and one ultimate. 99% of people use 2 bars for both PvP and pve. Stacking one bar and only using the other would completely gimp you and no one would do it. If they only stacked a few on their second bar with plans on still using it, it would be only more powerful based on their 1st bar. It completely evens itself out. Not to mention, when not in combat your weapon is also on your back yet you still get its passives, whether it be more HP or stamina for running around. That argument is null and void.

The concern about armor doesn't apply, since you don't swap armor. The discussion here is about the weapon I would gather. Which I agree with the OP.
Skills can be another thread and should be looked into as well if weapons are being looked into.

Yes, strictly skill bars, in particular the passive for class skills only. Nothing to do with armor or non class passives.

In beta it was more like this, in that"toggle" abilities on your inactive bar gave their effects, but it just meant people made a bar of those abilities and played with a single bar of active abilities.

I think it is ok like it is now, and I would like to see the same logic applied to armor active abilities. I.e unless I am wearing heavy armor I cannot use those abilities, and it would be great if they scaled also so the more bits you wear the more powerful the ability. 1 piece heavy = 20% up to 5 pieces = 100%.
