I returned to Cadwell at the Harbourage. He does nothing and the light of Meridia says experience the Aldmeri Dominion. I check Cadwell's Almanac and it says I have not completed the Seaside sanctuary quests in Greenwood. The map icon is black indicating I have no as well. However I am 90% sure I did them, don't think you can progress without it. Never the less, I can not pick up that quest line anywhere to complete it.

Annnnnd I just got another useless email asking me to repair my game files.

I thought I had a 'problem' getting the Seaside Sanctuary quest line achievement thinking that the quest line was completed after the lighthouse. It turns out that you have to leave the sanctuary on the ship to take out the pirates in ZOS' rendition of an epic sea battle. Then you get the Seaside quest line achievement.

Whelp, I'm done. My game is broken and they say they can't fix it. My guess is won't or can't be bothered. as a database administrator I can tell you there is nothing that can't be changed.
Enjoy the extra 4 months sub I paid for and can't use Zenimax, I have a hunch you'll all be looking for work soon anyways.

well that's an over statement, though your issue was that you couldn't move forward to SOME VR zones because of a bug. Not my game is broken to hell and wont work because of tech issues, so I can't log in......can i have your stuff since you are just going to waste all of it, and not just ZOS wasting some

I emailed them asking if they could at least fix it so I could pick up the quests and redo them. Waiting to hear back.

We believe the quest you are referring to is called "Pelidil's End." If you have completed all of the pre-requisite story quests, this quest is granted on the docks of Seaside Sanctuary. Here's a map that shows the location of the quest giver;
