I have actually experienced some bugs with scales now, but it mainly seems to be that projectiles will sometimes just ignore that it's up. Last night I could clearly see the orange animation but a crystal frag went right through it.

It was probably shot from sneak. Any projectile shot from sneak can't be reflected for some reason.

Dragon Fire Scale has the animation lag problem like any other skill. It is just more noticeable because it has a direct impact on the incoming damage/stun of the next 4 seconds.
I don't have this problem only with npc, it also happens against players. I cast Dragon Fire Scale, I clearly see the skill animations (wings) appearing and disappearing and right after I get stunned by a crystal frag anyway.
I don't think this is a problem only associated with DFS tho, it is common to all ability animations.
