[quest broken] can't finish quest 'Storm on the Horizon' - spoiler alert

Hi,
I have just finished the quest 'The Tempest Unleashed' (defeating the storm atronach). Razum-dar gave me his award. Captain Jimila is telling me I can hitch a ride to Aurodon.

However, I cannot click on the boat or anything. My journal tells me my task for 'Storm on the Horizon' is 'Talk to Razum-dar'. Razum is standing right beside me, but is only telling me that he wished he could have given me a better reward.

How do I finish the quest 'Storm on the Horizon' and move on to 'To Aurodon' ?

My friend had this issue last night. We believe he received it because he picked up a few of the quests in Vulkhel Guard (the town you first land in after the starter zone). Specifically, I think he was bugged because he talked to the Captain Astanya in that city. Since I was able to take the boat (because I hadn't grabbed any of those quests), we worked around the issue by having him travel to me after the boat. There may be a better way, but I suggest just partying up with someone and traveling to them to get off the starter area.

If you go back to the beach where you started and talk to Sugar Claws, the character who brought you here, you can ask for transport back to Vulkhel Guard. I did that when I realized I'd forgotten to get the way shrine there before starting. Sugar Claws can transport you either way at any time.

I can do that to get to the island, but that won't enable me to officially finish the quest right?

The quest you are supposed to receive sends you to Captain Astanya (at least that's the quest I received). My friend already had Captain Astanya's quest from when he first left the starting zone, so the most he lost out on was the little mini quest to go and meet her for the first time. (20-40 gold). It shouldn't prevent you from moving on in the story at all, based on his experience.

I'm glad to know that's available in case I ever end up in a similar situation.

I experience the exact same problem. finished the first part of the queens-line and met him at matthiisen, traveled then to eagle's strand but he didnt appear. canceled ALL quests and relogged, but still no razum-dar there. :-( i see, its just a little quest, but this bugs me ^.^

tried the quest AGAIN, after Razum-dar kept away before the last patches and got the commander walking around happily. now it's the exact opposite, razum-dar spawns and is talking to me and the commander (sic!) is the one which disappeared and is missing...he introduced me (nobody's standing there).

I'm stuck in this freaking island and can't find Captain Astanya? Have some one found a work around for this knowing issue? This quest is broken and I have been here alone in the dark for a few days, help would be much appreciated!

Captain Astanya is in Vulkhel Guard where you first started coming off the boat with your new character. She is standing on the steps at the dock where you enter the city. If you have completed the quests Raz should give you a reward, ending the quest and you take a small boat back to Vulkhel Guard.

Well... I'm kind of embarrass. The problem was resolved and the solution was very "simple", as suggested by another experienced player, teleporting my self using the wayshrines from the island of Khenarthi's Roost to Vulkhel Guard in Auridon were Captain Astanya NPC was.

As a matter of fact, that was my first use of the wayshrine.

Conclusion:
Still a lot of game play 101 that I need to learn.
