Im sorry but i have learned this is much more a localized issue than one of ZOS serivce speed.

i generally have 3mb/s speed downloads and have the most basic internet package my cable company provides, with a router and older ethernet on the motherboard. My setup is far from optimal but i clearly seem to get better download speeds than a large number of people who come on these forums and even many guildmates (one of whom had to download the recent patch in stages over several days using a 3g connection or a coffieshop wifi)

there are a few things you can do to drastically improve internet performance..

First off, lose wifi if you use it. Any kind of Wireless internet is going to be at least 1/4 - 1/5 the speed you can manage with a Ethernet connection (solid cabling) to your Motherboards built in connection (computers of 5+ years having this stuff standard)

Second you can use better DNS routing to improve the communication speed between you and the target, there are alot of free DNS routing serivices you can look up, including one by Google. This can help in many places actually, and i personally use OpenDNS to improve my Routing.

Third, is making sure your internet is "refreshed", Sometimes a good modem cycling speed things up. Many people i know will cycle their connections before a major in game even just to ensure they don't get dropped. I used to do this when i still ran on Wifi, and it always provided a boost to performance when i wanted it.

Finally, you can check your internet overall via many sites such as Speedtest and Testmy.net and many others (including ISP ones on their main sites). I prefer Testmy.net since it is not flash or plugin based.
