Sea of Flames + Destruction Expert

So I am noticing, as i was doing a farm build, that Sea of Flames (inferno morph) and Destruction Expert passive (Destruction Staff) do NOT work together. They do not apply their magicka return if used in conjuction and you kill something within sea of flames with a destruction spell. Is this intended or a bug? has anyone else experienced this?

✭Maybe because this skills return only if it deal a final hit? So, only one skill deal that final hit and only one of them return magika.Make sweetrolls, not nerfs!0 -
