No, unles they make the rest of the game open PVP world.
Well, the Justice System will be giving players the opportunity to kill any other players who have broken the law for a reward. If that doesn't count as open world PvP, I don't know what does.

It doesn't, it's opt-in pvp. If you don't steal/kill npcs or become a guard, you can't participate. Open world PVP is what it is, you can engage anyone in the map (with some safeties to avoid friendly fire) when ever you want.

I don't see why there should be a PVE Cyrodill and not PVP in the rest of the world :).

Ah yes I know, this has nothing to do with fairness, it's just more QQ from the PVE players that wish they where playing a solo game.

I was ganked repeatedly while trying to turn in a quest in Bruma. I called it out in /zone, and some nice VR12 guy came in and killed them. Since my alliance controlled Dragonclaw, I was able to get back after they killed me faster than they were after the guy killed them (if they even bothered, I don't know) and I was able to turn in the quest. Problem solved. [for this instance]

If it were possible for people who wished to only do PvE to flag themselves as passive (ie, give them a yellow glow instead of red), then people who are thinking of killing them would know. They could still kill them, but people who were killing out of fear of being ganked, rather than ganking themselves, may let them go on their way. To avoid exploits, passive players would not be able to attack other players except in defense, and it would only be possible to switch in and out of passive mode at the entry gates, so you couldn't flip and attack someone straight away. /zone chat would only be possible with other passive players in an attempt to alleviate passive spying.
(I'm sure you guys will think of some exploits I missed, as you often do with my suggestions in this vein; yes it's based on a previous idea I had for using the existing Citizen Rank for PvE in Cyrodiil, which I posted in July. The same idea, but appealing to people's better nature rather than penalising them for killing the "PvE players" which I think was the biggest negative from my earlier suggestion.)

I know this has been said many times before, but it clearly needs to be said again. We need a PvE Cyrodiil phase. And before any hardcore PvPers lol this post without reading it, they ought to know that the existence of PvE Cyrodiil would benefit them as well.

As it stands, anyone who wants to PvE or RP in Cyrodiil has to risk getting ganked while they mind their own business. This wasn't as much of a problem with the old campaigns, as there were enough for each alliance to have its own dead(ish) campaign where its members could go to enjoy the PvE in Cyrodiil or RP there in relative safety. Not any more. It's nigh impossible to do anything there without getting ganked, especially if you're on your own. Even some other PvErs are bad enough to gank fellow PvErs from other alliances. Shortly before posting this I got ganked twice in the space of five/ten minutes while just trying to do some PvE near Cheydinhal. I know I'm not the only one, as I've talked about similar situations with other players, one of whom got so sick of it she considered quitting the game. It's unfair to force anyone who wants to enjoy the game to decide between grouping up for content that they ought to be able to solo (hmm, that sounds familiar) or having it cut off from them.

A PvE Cyrodiil would also provide opportunities for inter-alliance co-op. This would take away the need to make and grind an alt if you want to play with friends in different alliances.

Now onto why it would benefit PvPers. Even if they are at risk of getting ganked, PvErs are still going to go to Cyrodiil, and they're going to take up space, of which there is a limited amount. That's space that could be occupied by PvPers who would aid in the alliance war. This would also take away from the huge queues that anyone who wants to go to Thornblade and sometimes Haderus has to deal with.

If anyone can think of any more reasons that I haven't listed, please post them.

PS: There is a special place in Hell for players who lurk in Cyrodiil's PvE-focused zones just to gank PvErs, right next to the gold sellers.

I have only one question for you.

Would you want that pvp is enabled everywhere in the world? Yes or No?

Just to get this straight. You want to take away the only pvp zone while you have about 18 pure pve zones already. This just doesn't sound right.

I don't want anything taken away; the PvP Cyrodiil would still be there. I just want PvErs to be able to have a fair opportunity to do the PvE that is present in Cyrodiil.

Do they suddenly have an unfair opportunity now?

It's the same opportunity everybody has currently. I'm not sure how that's not fair.

PVP Rule 1...if you can be ganked you will be ganked.

On the other hand..how the hell can you even hear a quest if you get ganked midway through....so....

Have a 10m radius around quest NPC which is PVP excempt.
That way you can have the time to read the quest and such.....but as soon as you leave the quest giver you are fair game.

Cant say fairer than that really.
You can hide in thee quest givers skirt while the wolves circle you .....waiting.

Other than that make the quest giver an ivincible NPC guard that kicks anyones arse that draws a weapon..friend or foe ;)

The problem with Cyrodiil ever being PvE only - whether it's its own zone or you've been flagged as a non-participant in PvP is how sparse Cyrodill is.

The PvE areas in the game cannot be navigated without tripping over mobs while through Cyrodiil you could take a marching band 500 men abreast and nary bother a soul.
If PvE Cyrodiil were to be fair you would need increase the surface mobs tenfold(and that's probably a very low estimate) and add considerable enemy alliance patrols to the roads and skirmisher bands to the open areas: and you'd still be able to easily avoid combat until you got to whatever delve you were hunting.

Honestly, just man up and pick a low-pop campaign, because not only do I think it's a bad idea but I think it's one we'll never see.

I think that needs to be done anyway. Even on a high-pop campaign, the areas between keeps are often devoid of any action. I think the number of mobs in sparse areas should be increased anyway (as long as it would still be possible for a battle-leveled player to defeat them). If a mass of players comes into one of these areas, and PvP ensues, then maybe the PvE mobs would not respawn while the "Battle" is still active in the area.

A PvE-only Cyrodiil undermines this experience entirely, and gives players an extremely easy (as though it weren't already easy enough) way to achieve all of these things w/out any of the intended dangers.

This right here. I'm not a PvPer by any major standard but I still think it's refreshing to have a different mechanic (PvP) to pay attention to while questing. It's the only zone were you get that experience. Yeah you get "ganked", yeah it can happen multiple times. If you find someone "camping" you just leave and try again another day / time, or go to another quest.

It just lends variety to the game for player hunters. It's better if you look at it from a wider perspective, like how much pvp versus pve already exists in the game. Everything except cyrodiil is pve, so it needs to be the way it is to satisfy the large pvp crowd who prefer to play the game that way.
I'm just a banana from another dimension.

The whole point of having pve content in cyro is to mix PvP and pve players. Having a PvE Cyro totally misses the point. I would like to see more PvE content in Cyro such as world bosses or something to fight over other than the keeps. I would also like to see nirn added to the Cyro nodes and have double the chance to drop so you can farm for increased reward at increased risk.

Omfg you pvers have a vast territory to run around and perform the same meaningless tasks. Go find so and so or kill some of these guys cause I need x. Cyrodill is to fight one another. Do some quests and be anxious about getting ganked. That's fun. Not just doing the same crap different day routine of questing. My vote is hell no. Or if u do put the server in france cause "we surrender" is their motto.

I would not be supportive of a PvE only Cyrodiil.

Firstly, I believe that it was a design decision to include PvE elements in the PvP zone to encourage PvE players to 'dip a toe' into the PvP experience. If they liked it they could stay for the war. This is what started my in PvP in ESO. Therefore creating a PvE only Cyrodiil would undermine this design decision.

Secondly, if you absolutely hate PvP and never ever want to become the target of another player, this can be accomplished by playing cautiously. I soloed all the PvE in content in Cyrodiil. It wasn't that hard, even the skyshards behind the enemy gates.

    I did this by:
    1) picking a campaign in which my faction had the upper hand.
    2) choosing the quest towns which my faction controlled at the time. The guards in towns change depending who owns the nearby keeps. Questing in a friendly town offers some protection from gankers.
    3) following friendly guards around in stealth for a bit and using inner light, both of these will reveal stealthing enemies to you.
    4) setting up a personal camp in an out of the way place.
    5) while waiting for a boss to spawn in a delve, stealth and stand out of the way of the obvious paths through the area.
    6) timing actions with the PvPers. You don't even have to talk to them, but if there is a push for a scroll temple, or your side is just dominating at the moment and your enemy gates are open, take the chance to get the skyshards available done.
    7) same with quest towns, if your side is pressing their opponents back on all fronts, take the opportunity to visit the towns that are further away, you will almost always be able to reach the 'home' quest towns without difficulty no matter the state of the campaign.
    8) always approaching PvE objectives in stealth - that cannot be stressed enough

Or you could just try running around naked and hope enemies take pity on a clearly mentally deranged soldier whose mind has been broken by the unimaginable horrors of civil war.

Myself I would love to see PvE in cyrodill. They really need to add an entire quest line there explaining why everyone is fighting there. put everyone back in time as they are always doing in this game and add quest to determine why we are fighting. It should start after veteran 10 areas as there is nothing to do after that for people objecting to pvp or grouping in Craglorn nothing wrong with giving people a lot of options to play rather then quit. There is nothing wrong with making all your customers happy.

Ok, I am fine with that IF at the same time this gets implemented, I get the possibility to level as fast in PvP as with the fastest PvE grinding method and get the same amount of skill points PvEing would get me. I don't force PvErs to PvP, so don't force me to PvE.

As others have said, I think a PvE only Cyrodiil would detract from the PvE experience and make it quite boring.

On my main, I have completed all quests, dungeons and skyshards in Cyrodiil. I still have one locale, I think, because it was bugged when I came there and didn't register completion.

Two weeks ago, I went into a campaign that was completely taken over by an opposing faction and spent the day doing a quest that takes you all over the map and fishing, as I wanted to get the fishing achievement. The only ocean spots in Cyrodiil are right by the AD gates, and it took us a while fishing there to get the rares we needed. We had to be careful, but it was very exciting.

If someone ganks you while you are handing in a quest, say something in zone chat. People will usually come and help.

I'm now starting to go through Cyrodiil with my alt, and I want to do some PvP with my main on a more regular basis. Cyrodiil is a fun place to be, and the opposing faction players make it a more interesting place, even when they get in the way of what you are trying to do.
