I'm perfectly fine with 10+2 skill slots, that said:
1. Toggle abilities shouldn't be required to take up 2 slots. Heck, I'm unconvinced they should take up 1 slot. You should be able to toggle them from the skills page. All the ones I'm aware of already have integrated "downsides". Those should be balanced to be a sufficient drawback (if they aren't already), not needing the additional spending of 2 slots. (or even 1). You should only be required to slot them if you want to (easily) change their status mid-fight.
2. You should be able to use the same weapon/shield for both bars.
3. Skills that grant a passive benefit when slotted should grant that benefit even if they are on the inactive bar. Weapon skills that grant a passive benefit when slotted should be changed to indicate they only grant that passive benefit when slotted, and when using the appropriate weapon.

1, If you don't have both bars with a toggle ability, you lose the ability when you flip bars.
2. No one is stopping you from using the same weapon on both bars. Even the hints on the load screens says as much.

I do have this to say. If they were to expand on the number of slots, they need to put restrctions which weapon goes with each class same as armor.
You want things from other game, you have to take that too.
DK can only use heavy armor, 1h sword or 2h
Templars can only use the two staves and light armor
NB can only use bow or duel wield and med armor
Sorcerers same as Templars, Two staves and light armor.
