Even though AD has Emperor, even though we have had the fewest scrolls for most of the week, both AD and DC have been double-teaming us forcing us to fight on two fronts instead of trying to take advantage of one or the other being occupied to make some headway into each other's territory.
In fact, there is direct collusion going on between major AD and DC guilds to screw over EP. DC will actually organize a massive siege zerg on an inner keep simultaneous to AD on the other, and when DC manages to get our scroll, they run over and give it to AD!
