It seems there are different rules for different things concerning kills in PvP. If I'm grouped with my BF and he kills and nb outside of Sej while I'm inside and we both have the Kill 20 NB quests I get credit. I used to think that simply tagging them and doing DPS meant I participated in the kill of that enemy player. I would like to know from ZOS PvP devs how this works.
@ZOS_BrianWheeler ? What exactly do I need to do to insure that I receive the 25 ULT points? I've worked and leveled quite sometime to get this 25 ULT point boost for killing players and it's not working. Is it most DPS + Killing blow?..Most DPs only?

So I killed him. I helped in Killing him. I didn't do the most dps. Is that what the game mechanic is going off of in order to reward the killer those points?
and if it is killing blow then I'm OK with the possibility that my addon miscalculated who hit him last. I realize it does that sometimes.

They mean getting the last hit in, as a healer I don't generate the 25 extra ulti unless I get the final blow which rarely every happens.

So perhaps its "Take flight" that's borked.

Went ahead and tested this and got a screenshot, I can confirm it does not generate ultimate when you kill another player using Take Flight with Combat Frenzy (tested with 1/2):
