Take siege towers for instance, I would say for a siege tower you would need to hold both the Lumber and the Mine for a period of at least three hours, would cost something like 50k AP and required six people to operate (much like rams).

- Add trap sieges. These include dug pits where people will fall into, exploding traps, etc. Make these take 30 seconds to place to prevent abuse. Can you imagine fields between keeps being full of landmines. Can not place on roads.

No. ZOS needs to put their full effort into removing players that exploit, fixing abilities that give ridiculous buffs and revamping the emperor system. If they come out with something like a new siege weapon before fixing a broken system then they can lose a sub.
As soon as ZOS stops protecting those exploiters with this ridiculous name and shame policy, they may focus their attention on dealing with these cheaters. I doubt it will happen though.

Naming and shaming rules are very common in games, online communities and much more. It's a very valid rule, designed to ensure that people cannot be unfairly victimised by say, a disgruntled guild or group of players.
For example I may decide that I don't like you, and will call upon my guildies to spam both the forum and game with (fictional) tales of you exploiting and hey, I'll also say you sent me perverted comments in /w for good measure.
It's all untrue, but of course could very seriously tarnish your reputation in game and give people the wrong impression about you and your integrity. Now for you in particular this might not be an issue, because you may not be that well known. But imagine for instance if you are a player that has garnered something of a reputation for being very good at what you do and killing a lot of people. That will in turn annoy a lot of people and you might find some people are inclined to unscrupulously rubbish that person's name as a result out of spite.
It's not something that should be allowed, and rightly so. If you believe someone is exploiting or is breaking the rules in any way, then you should report them. I have reported people in the past for things and action has been taken, because I've seen discussions relating to their warnings / bannings later in zone chat.
