Lvl 12 after 4 weeks..... thats erm... xmmmm. i play for 3 weeks and have 1 character vr4 and another one vr2. and no i dont rush content or grind xp i make all quest achevements bosses etc.. so yea bro you are doing something wrong... xD

If it's the first 12 levels, I don't know how much of an exaggeration that is. After all, it probably only takes 1/2 hour to complete the opening sequence, and you should be level 4 by the time you've finished talking to the Prophet after that. Doing everything on the starter islands will probably take about an hour if you're efficient about it, and you should be about level 7 or 8 by the time you're done that. Thing to remember, Quests are how you get levels, mobs are just things to deal with. You get Exp from Mobs, and Loot too, but the Exp from killing mobs is small compared to what you get from Quests.
So, if your just grinding mobs, then L12 after a month is pretty good (assuming a couple of hours a day/most days of the week).
However, unless you have a burning need to get to the max level, then it really does not matter how fast or slow you level. As long as you are at the levels you need to be to do the quests you get assigned.
If your not getting enough quests, look for the Black Arrows and talk to those NPCs. You don't have to act on a quest you get assigned, but you will see the Level the game wants you to be at for the quest. You can be a couple levels lower (for survivability) up to 5 levels over (more than 5 levels over the mob, you get no Exp or Loot for killing them or the Boss, just Quest Exp for turning in the quest)

Actually you can grind faster than quests. People got to vr1 in 24 hours game time grinding at release I'm sure it would take less time now.
