I've done this quest 3 times now, each time I've completed it, someone pops out of nowhere, giving me the quest again. No idea what's going on...

We would recommend you to report this issue in game with /bug.
If your progression is stuck because of this quest, do not hesitate to create a ticket asking for a GM help.
