Nope, ZOS has made it abundantly clear that that is not their vision of the ESO UI.
You can certainly disagree with that vision, but don't expect any change to come out of this thread ...

I can see a minimalist UI being their vision, like in regards to damage values displayed on-screen, but not bothering to tell you what your armor is doing or provide correct / detailed ability tooltips has nothing to do with their game vision. It's just a broken mechanic.

Your vision/opinion is different. That doesn't make their UI broken or wrong. The same logic can be applied to your opinion...it's broken because you want too much info cluttering the otherwise clean interface.
Honestly, if you want this info, get an addon that displays it. The solution already exists without imposing your idea of "best" on everyone. To be sure, others/many agree with you. But, that is not what the baseline game intentionally provides.
Work with what is there, in addons, and be happy there is a solution to get exactly what you want. (other than it being part of the baseline UI)

I'm not saying that playing the meta-game can't be fun, too. It's just that I feel that it's not something ESO definitely needs, because it would be unsatisfying otherwise. There certainly are games which are better at catering to the number crunchers, and rightly so.

I must say this is a well reasoned post, while I may not agree. I at least think we can all agree that some of the tooltips need worded in a more clear manner.
