I just unleash on them and burn their stamina down. If they don't keep the pressure on me, they'll run out of stamina and then they are open to whatever I choose to throw their way.
That said, as a Templar, I don't have an AoE CC effect that is guaranteed to work. I could run with Spear Shards but it only hits one target and it might not always be the one I want.

How about trying out volcanic rune? It's mages guild so not class limited.
The problem with PvP is not that tanks can actually block and soak up some damage, but rather how players rush to the forums and cry for nerfs rather than figuring out ways to beat said opponents.
They are certainly killable.

Tab target and you'll always hit that character. I'm really surprised how many people don't do this.
Counter to Blocking as a NB:
Aspect of Terror (fear cannot be blocked)
Dark Shades (drains Stamina on enemy while you sit and light attack)
DW:
Flurry (drains Stamina very fast)
Undaunted:
Trapping Webs (synergy) (Fear cannot be blocked)
Someone mentioned Volcanic Rune, but never tried it for this application. I cannot speak on other classes but Fear is your friend. It's the ultimate counter to Block.

Fear is what I use. I'd be careful with flurry as it's channeled and a bash will interrupt it, setting you up for an incoming heavy attack / knockdown. I don't know if Volcanic rune will work, as I haven't tried it, but it's worth looking into no?

I agree with Flurry, but it's such a rare occurrence, I take the risk. Most times, when I'm in someone face hitting Flurry, they are panicking and holding block trying to get away from me. Most don't remember the bashshhhh. I'll test out Volcanic Rune tonight unless some one want's to give it a shot during the day. For any Non-Nightblade, Trapping Webs would be your go to counter unless Volcanic Rune works. I was messing around with it on my NB, and it's phenomenal in small group play. You can range fear them with help of course, then charge in and fear them again.

I may pick up that fear for my DK's Bow bar.... That could actually be fairly useful.

...other than all the counters that have been listed here, yeah there is no counter. Just.. all those counters listed here.

I fixed my original comment for you.

Blinding Flashes does a decent enough job, it's by no means excellent. Nothing like running up on someone holding down block, popping that, then watching them stumble back disoriented.
