Those scale because you're not completing easier content to obtain them and because you're supposed to be advancing in level while you do them. No where in any of my post's did I say that ESO has more content then other MMO's not once. What I said is I have run out of content to do on other MMO's because I have spent almost 4k Hours on each of them without lvl increases or expansions for months and or years.
Regardless leaving an MMO because they're adding 2 Lvls is kind of sad, but that's just my opinion.

This is the way that I, and a significant number of other people, have always experienced MMOs; I fully expect never to do any raid-style end-game content in this game, very rarely having done so in any other other game. From this perspective a raise in level cap is more to do, usually by the time I hit max level the next expansion has been announced.

The bosses aren't considered top level, they always drop up to one below. And it absolutely makes sense to scale the rewards from a design standpoint, it isn't "low level" content because veteran ranks are not levels. It's an AA system.

Im sorry but the above is why game developers no longer need to try. People are happy to just do the same stuff over and over. I guess power to you if you enjoy it.
I long for a game that allows for me to develop my characters in specific ways and then once i reach a point be allowed to enjoy all elements of the game and grow via skill and challenge and not based on the numbers and gear that are associated to my character.
Why can't goals be based on achievements, creation and competition ? I think they are way more rewarding that always striving for another number next to my name or some gear that the only real value are, yes numbers.
Simplify the numbers, complicate the challenge and competition. You also create balance as well but who wants a game to be balanced when all people actually want is to find easy mode.

They make plenty of games like that. They're called action games. Battlefield, Need for speed, Titanfall, CoD, etc.
