They've stated that they intend to move towards seasonal gear (as in gear that upgrades on the last season's set). Presumably, the higher ranks of VR gear will be considered seasonal, but that's a detail they haven't released yet. I'd assume it will take a fair amount of planning before they're ready to make the transition.
That said, if you'd bothered to take the time to look at what they've revealed about the Champion System, you'd be excited about having an instant boost in that system the instant it goes live. Champion points will be as influential as gear in determining your character's effectiveness.

No your going to get season gear. Which is essentially a gear score. It will likely tier by content completed, or I also imagine with there current crafting system by traits. But the crafted is speculation. Right now your looking at an early beta end game in all honesty.
The direction is pretty clear I think people are confused by the phases that the champion system was coming in. Right now we are still in phase 1 just so you know and very likely will be here for a bit.

Getting the rare vet sets was cool but they are already maxed at V10 and that is now going to be 4 levels below no way I'm bothering now. Not going to bother with a trial for gear that is going to be less than the new trail gear in a month. Not going to spend my AP on the PvP sets since there will be V14 versions in a month. Having some idea how this stuff would convert in the post champion system might give me some motivation to still try to get it but it looks like there is no info to get.
So basically there is just PvP left and try to accumulate as much AP as you can in hopes that AP is still a thing after the Champion system and hope that I still enjoy whatever this game becomes at some unknown point in the future.

tbh, the whole "Seasonal gear" crap and gearscore etc makes my heart sink. It's obvious that have switched directions mid-stream and this game is going to become another WoW, as opposed to anything worth playing.
