This 1.4 patch guarantees they won't get rid of vet levels. It would make no sense to add even more gear you have to re-itemize when you switch all the gear to level 50. I would be totally insane for a company to go out of their way to add something that will make more work for them for no reason at all.

I just think there is as much chance of mixed communication at Zenimax as there is that they plan to actually dump VR levels after increasing them. Otherwise incompetence abounds at ZOS.
I don't really understand how VR14 is necessary In order to provide for new itemization like they stated in 1.4 patch notes if they plan to convert it to level 50 anyway. If all items will become level 50 why would VR14 need to be in place for new itemization?

If they do not increase the level cap and create a need to level and get new gear, people will not goto upper craglorn. There would be no point. This is not hard to understand.
The purpose of an Alternate Advancement system will be totally defeated if VR ranks remain after the final phase. It would be the worst decision ZoS has ever made which is why they are removing them.
It will take no longer to transition 14 levels of VR gear, than it would 12 levels of VR gear.

If you haven't played for awhile -say you haven't played for 20 hours or something like that you'll get a bonus to the experience gains you get and the reasons were doing this is to help you stay in sync with your friends who might play more than you do - so we're adding a bonus for people who don't play as frequently

Except for the part where your gear will remain good and your earned experience will convert to more champion points, yes. It's a terrible idea.
