In WOW my level 90s CAN WEAR EVERY ITEM OF GEAR IN THE GAME (that is allowed to my class), in FFXI my level 99s can wear any item in the game, etc., THAT IS ONE OF THE THINGS A LEVEL CAP MEANS.
In ESO that only applies live to VR12 and PTS VR14.

It doesn't matter that you can wear the gear. By adding new tiers of it, they make your old tiers effectively worthless. And don't even get me started on how much easier ESO has made this by giving you access to effective crafting options.
Back in the days (vanilla/TBC), if you had the best gear available and a new tier of gear was released, the gear you had before would still be close to the best available gear, and you'd need it to get the very best gear. So that old gear was far from being worthless.

If you implement interesting content you dont need to raise the level because content will be fun to play.
Raising levels is just to keep people ingame when your content isnt worth playing just for the fun you have while doing so.
Ultima Online has no levels but a skill system. So that you as a player raise and lower skills after your desire. You can say that you never stop leveling there even though the game has no levels

The actual facts are these:
-VR12 legendary & VR10 legendary difference is around 10%. Dealing 900DPS or dealing 1k DPS makes a big difference in PvP & PvE. But I agree, there should be better and more clear gear progression.
-Epic or Legendary set of VR12 gear for which some have spent countless of hours of trials & tons of money will be replaced by any green drop/easily crafted gear. Brilliant. Good that gear actually means something in this game... should we bother getting it at all in the future?
-It makes all the difference, as stated on the first paragraph. My gear is no longer the best, or the second best, or even the third best. It's garbage.
This is not how other MMOs do gear progression, I'm not sure I'd even call it progression as all progress you've made is erased and you're made to start completely from the scratch.
The level cap increase from time to time is actually what keeps me playing. I don't want to play another gear grinder where all my progress becomes worthless with each update.

Rationally most V12 geared people just redid their gear a few weeks ago when all the sets changed.
It isn't even about having the best gear, or that V14 will give you an advantage because it will be extremely minimal especially with soft caps. The point is V14 adds absolutely nothing to the game at all.

@magnusnet - we all know the emperor system is a terrible example... Emperor flipping is so common now that you're almost out of place if you don't have the title of "Former Emperor" in some campaigns...
