EVENT_SKILL_XP_UPDATE reporting player level instead of current rank.

I'm trying to fix the XP Notifier mod.
I noticed it always assumed the rank changed.
It keeps an accurate account of rank however.
But when I dumped its debug, every skill was reporting player level in place of rank.
Also, if anyone knows how to get the next rank xp needed, that would be helpful.
