I can't seem to get guts and crawlers from small animals anymore like rats,frogs and small spiders and things like that.

Its on the bug list but not fixed in patch 1.34

I started a new character, as soon as I hit level 4 I quit getting guts and crawlers as loot from critters. Seems like it should be an easy fix, gotta believe they just don't care about fishing.

In the meantime, you can still harvest bug parts, and you can find crawlers and worms in plant nodes. Lakes are a little harder to get bait for. Either use bug parts, which aren't too bad, or maybe fish some minnows from the sea.

being on the bug list just makes it more annoying, its like "yes, it's broken, but it's only fishing, we will have it up for Christmas."

To get guts:
- Make a lvl 3 in AD
- Get a tp to Haven/Grahtwood
- Go to Sacred Grotto
- Farm away. Can generate up to 300 guts within 15 minutes

I only farm up to 800 at a time as I only need a 14 more lake fish. But that pesky RNG can sometimes hate me

what is a 'tp' and how does a level three get to Haven? Not going to ask what a RNG is.
