What makes a creature 'powerful'?

I'm a VT3 Nightblade playing Cadwell's Silver and currently in Stonehaven.

When the madness takes me I occasionally take a pop at soloing world bosses. One I've come across was a rather large VT2 ogre which I could repeatedly snare using Prolonged Agony. Another was a VT2 storm atronach which I couldn't snare at all and kept getting the message that it was "too powerful for that effect".

Now I know that any two given creatures of the same level aren't going to necessary be equally as tough (a VT2 world boss is going to be more of a handful than a VT2 mud crab) but I'm intrigued what made the VT2 atronach world boss powerful enough not to be affected by a skill that worked on another VT2 world boss.

Since I could repeatedly snare the ogre, but never the atronach I assume that this was inherent and not just a saving roll.

Is this just something set by the game developers or something algorithmic (perhaps the total of attribute points)?

    I think it's just set by the developers. Some flag somewhere that says "too powerful for CC" or somesuch.

    hmm i think its more enemy type than 'power.' Ogres, flesh atronachs, trolls etc are made of flesh, and an arrow can penetrate a fleshy leg to slow them down.
    An rock is difficult to weaken. So I guess you gotta test it out, but certain enemies may predictably be 'too powerful' for certain status effects.
    Just assume you cant CC a storm atronach because of their material and size. Assume you can't make a skeleton bleed, and assume that a zombie is a sack of meat to be thrown around as you please

    All Storm Atronachs should give that message, not just WB. All ogres should not give that message, including the WB. So yes as another stated, it's the enemy type.

    For soloing VR Storm Atronachs, I always just went crazy on the burst DPS then execute w/ impale (on my NB) or Endless Fury (on my Sorc) when it's health was around 20%. Also any damage mitigation you can throw up there without reducing your DPS too much will help a lot but it's certainly doable without having CC as an option.

    Is it a case of "all" anything though; at VT2 should I not be able to snare a Lv1 Storm Atronach?

    I can snare spiders, but not the VT2 world boss spiders in Spiders' Nest (Stormhaven) whilst I can snare the VT2 Daedroth world boss (which on the face of it feels more powerful).

    I'm just intrigued as to what constitutes power in this context.

    It's just thiere way of saying "mob immune against effect".

    Most undead are immune to bleeding (because no blood).
    Every boss is immune to CC (like in every other MMO) and the off balance/stun by sneak attack/veiled strike sneak attack.
    Sparks (dual wield melee miss chance) is resisted by (almost) anything named.
    Similar with agony (NB Class Skill).

    Note that even if they are immune to the secondarfy effect, they still take damage. Also if the attack has some buff on your (bleed that heals your from Dual wield) that buff on you is still applied.

    Every boss is immune to CC

    The point of the OP is that they are not. Most are, but not all. That Ogre world boss was apparently snared by Prolonged Agony, for example. As for which are immune and which are not, well, I just test to find out.

    Can anyone recommend a useful online strategy guide for ESO? The many ambitious projects from before launch to create wikis and other support resources for this game seem to have fizzled.

    I've snared a number of world bosses including the ogre and Daedroth in Stonehaven (but not the spiders or storm atronach) and a crocodile and zombie in Glenumbria. The ones that I've snared have also been susceptible to stuns from a stealthed veiled strike; there are probably plenty of other examples I've forgotten about.

    It literally boils down to a flagged setting for these mobs and as pointed out it usually is the type of mob. Some are simply set as immune to X. I've done the same thing the OP did. As a Templar Tank/DPS some World Bosses just hand my butt to me if I use sword and board...but switch to bow with some snare, knockback, etc. they are no problems, if unflagged for immunity.

    Ruel of thumb, walk up to said WB and smack them with the ability. If they are immune. RUN! :neutral_face:

    Outside that most are not even worth considering.

    PS: dont think the devs ever mentioned anything about some total point distribution.

    You can have trolls , which are strong and have life regen but take cc , and you can have frost astro which doesnt take cc but doesnt have hp regen , usually around same total HP for the same lvl.

    Pretty much this, they don't want certain effects to affect certain monsters, so they have flags that make it immune to those effects. And the game is set to display "Too powerful for that effect" when that happens.
