Pretty sure it's a faulty game mechanic and not an exploit as someone mentioned above.

Bombard is a bow ability that everyone has access to. However, I do not see why a Templar will waste the time to use it, instead of Toppling Charge and start Puncturing Sweep/Bitting Jabs. Still you do not know with what he hit you, which could be anything, while making assumptions.
Also you are not actually defenceless yes? At worst you are a Templar, which means a draw after the magicka is drained and the sword fight starts.
At best you are a DK/SC/NB and you should have killed the Templar if he wasn't a better player than you.
However rule of thumb. The significant majority of the VR12 Templars are better players, because everyone that couldn't master the class pre 1.2.4, rolled a DK, SC, NB long time ago.

Not many Toppling Charge users around. The majority are using charge from shield or 2H.
That is even bugged a bit. Please tell me what ability the NBs can perma stun with? IF a NB uses Suprise Attack as a successful sneak attack it is a 4.5 sec stun. Other than that the only stuns come from ultimates which can only be used once

This seems to be a new issues with 1.3.3 at least for PvE. Not sure about PvP.
The only thing even remotely like a CC in dual wield is Sparks, wich gives you a 100% miss chance with melee attacks for 4 seconds (no idea if it can be broken out). And that it is still a far cry from Crowd Control.
Gee, and here last I saw, everyone was complaining that cc's were too useless in PvP.................................
Do some people actually just go out of their way to hunt down something, anything, to complain about, all the time? Curious.

There's no getting around this issue tho, it's really killing PvP for a lot of people. It's killing group PvP as well as 1v1s. This seriously needs to become a bigger, more talked about issue which is why I'm making this post. Discuss.

Have you tried rolldodge? you know, double tap any direction key?
