Well, yeah, that makes sense from a gaming standpoint, but from an immersion standpoint, maybe not so much. I know what you're thinking: "But why, Animal?" Well, I'm going to tell you.
Consider what a real-life society like this might be like - and consider what it would be like to be a wandering, masterless warrior or mage in such a society. This is roughly similar to 10th century Europe, maybe, in our world. A wandering warrior isn't going to have a uniform set of armor; the armies, such as they were, of actual nations didn't even have uniforms as such until the early 17th century or so.
No, your typical wandering mercenary of the times would have a battered set of armor, plenty of it picked up, taken from slain enemies, patched together by whatever village blacksmith or tinker that he ran across, and so on. His main concern is going to be cobbling together the best weapons and armor he can afford, and the looks be damned.
So from a certain point of view, mismatched armor/weapons makes a certain amount of sense, lore-wise, especially at lower (poorer) levels.
To be frank, mixing styles is a good way to make an armor set that looks good

I can get on board with this. As a crafter you should be able to manipulate a piece of armor into the style you desire.
That being said, I would be pretty surprised if it happened

That doesn't really make sense. Just because I know how to make an Altmer staff, it doesn't mean that I can somehow change the amount of wood in a Bosmer staff to change it.
