I've done that quest twice and never had any trouble turning it in.
OP: I feel your pain. I think the solution here isn't to make questing more attractive (because seriously, Craglorn questing is a ton of fun any time I get a group for it). The solution is to destroy any XP people might get from grinding. Force people to actually explore the zone and engage with content, and then you'll be shocked at how many people actually are available for questing.

Agreed. Trials and dungeons fine, but main zone quests, not so much.
