Unable to start quest The Skin Stealer's Lair, after abandoning it

Abandoned The Skin Stealer's Lair quest since i wanted to revert an unchangeable quest decision, but now i cannot find the original quest giver, so I think I accidentally broke the quest. Is there any way I can fix this?

✭✭Maybe, I've found when I abandon a quest I can't just pick it up at the last quest giver. I have to start the chain all over especially the ones that have unchangeable decisions0 -
