I don't think it's so much about people not wanting to help, perhaps nobody knows the answer because they aren't having the problem. I wouldn't say this is a widespread thing since I haven't seen any other threads about it.
Could be because of an addon? If you're using them, try disabling them.

HeroOfEvbof✭✭✭Certain sections of this town are only open while you are doing the quests for this town. Once those quests are done, these sections close.
You will find this in many, many cities. The first great example I found was a manor house in the city of Daggerfall. The house is owned by the NPC that is organizing the assassins. Once the quest is over, this manor house is not available.
I will pop over to Arenthia after maintenance but I can tell you this much. The most southern red box you show is definitely closed off for me and so is the access to the temple that your southeastern red box shows.

HeroOfEvbof✭✭✭Mage's Guild and Fighter Guild are usually in two towns per zone. Reaper's March has guild halls in Rawl'kha and Dune.
