Justice System - Player Guard Features

When the justice system goes live, for those of us who do not wish to be a thief or assassin, will we get a guard skill line? One of the skills needs to make you shout "Stop Criminal Scum" and stun all ill-doing players around you. What other "guard" skills would you like to see?

Ideas so far:
- Ability to detect criminal players
- Bonus damage vs criminals (damage increases the larger the bounty is, up to 10%)
- Sneaking up on criminals lets you immobilize them with a chain/cuffs, or temporary stun.
- "Call for backup" skill to summon nearby npc guards to your location.
- Ability to use a torch that detects nearby sneaking players (extended range if the player is a criminal).
- Extra buffs while in a city/town.
- Defeating a criminal will put them in shackles in the middle of town for x minutes, so that other players can throw tomatoes. This way, they don't just instantly respawn at a wayshrine (time scales with bounty, with low bounties being released immediately). Could also bring back jails with 3 options to escape. 1 Pay off bounty. 2 Break out with lockpick (keep your bounty). 3 Wait for time to run out, then bounty gets cleared and you may leave.
- Stage 4 vampires can be attacked by npc's and guard players. (I realize this isn't fair to the good vampires, so at the very least npc's should comment on the fact that you have glowing red eyes/are in stage 4.)
- Some sort of snare or slow skill.
- Collect escort quests from npc's to protect them from bandits and other players for a short duration.
- Ability to sheath weapon to stop combat, in case you accidentally hit an npc. Alternatively, a toggle option to make all npc's allies instead of neutral, so that you can't attack them by accident.

Ok these skill suggestions have been a bit silly so far. I'm thinking the Guard Skill Line would go under World and have an actual serious set of skills and passives similar to fighters guild. I also do not think vampires and werewolves should be able to get this skill line.

werewolf would be fine as long as your not in form. vamps i'd say stage 4 = attack on sight and stages 2-3 are "you look ill, you should see a healer" unless you have a bounty on your head in which case it's "die vampire!" since vampires as blood sucky as they are, are slightly more accepted during this era due to the need for soldiers

Passive could be like 5% chance/10% chance to stun or knock down target with a fully charged power attack/shot
another could be sneaking up on someone with a bounty allows you to knock them down for 2 seconds then chain them for an unbreakable chain for 4 seconds in which during the chain the victim may press synergy to "surrender"

I do not think anyone would hire undead or werewolves as guards to enforce the law.

I'm thinking this as the Guard skill line ultimate....

"Call for back up" - Summon an archon of justice to capture even the cleverest and lethal of criminals. Once summoned the archon of justice will cast "the eyes of the ranger" freezing the criminal inplace and capturing him.

I see what you did there!

A "summon npc town guards to your location" ability would be pretty cool.

Or a passive like "Deal 1% additional damage to targets with a bounty. % increases the higher the bounty is, up to 10%"

Or that ability that some npc's have on those missions that you need to wear a disguise and sneak around. "Take out a torch that reveals sneaking players with a bounty within x meters".

Guard skill Ultimate, unlocked at lvl 10 of the skill line:

"Defender of the Sweetroll" 300 Ultimate

    - Active: For 300 seconds, player takes .9% less damage per Sweetroll in his inventory (Up to 100 pieces)
    - While slotted: Should a sneak-thief steal a sweetroll within a 30 meter radius of the player, a righteous rage is triggered - Summon 4 VR 20 guards and gain plus 400% damage for 30 seconds or until that thief has been brought to justice.

I believe the guard skill line should be silly OP in or around settlements, and to a lesser degree against bounty'd players regardless of location. Get major debuffs for killing innocent serfs mayhaps? Also, it should magically disappear in Cyrodiil, I guess. :/

And for every use, the character gains a permanent "buff" to his/her waistline. :P

Really deppends a LOT on how they implement and how the skills work.

IF it were skills that can only affect PvP in PvE zones , then it could be already for the most part , but if they gave nice passives or skills to use outside this situation , then one must wonder what would they give the criminals.

Because unless we assume you are forbidden from having thieves and DBs skills if you are a guard , then being a guard is just extra buffs that the criminals wont have access to.

Also the idea of making vampires and/or WW forced to take part in the justice system is ridiculous , many of those players are PvE players , which avoid cyro to avoid PvP.

Vamps at stage 4 should be attacked by npc's at the very least. I get what you are saying about those players not wanting to participate in PvP, and that's a fair argument. However, walking around as a stage 4 vampire without getting a reaction by npcs? That doesn't make sense.

I like the idea of guard skills being more powerful around settlements. I also support the idea of adding a jail to the town hall in each settlement. The way it is right now, if a guard catches you and kills you for committing a crime, you can just respawn at a wayshrine, which doesn't make much sense. After being caught/killed, players should respawn in a jail. From there, they should have 3 options. First is to pay their bounty off to be released from jail. Second is to attempt to use a single lockpick to break out. This option will keep their bounty on them. Third option is to wait it out, which should be a reasonable time. After all, somebody can just alt tab during this wait and surf the net or something (while thinking about what they've done!)

It doesn't make sense that a player can join the dark brotherhood and thieves guild , and still be a guard. That is one of the reasons I propose a Guard Skill line - to balance that out and provide some abilities and passives which counter players using dark brotherhood and thieves guild skills. If it turns out you are allowed to be a guard and also join the dark brotherhood and thieves guild, then the guard skill line and passives should be much more situational.

Actually I think being able to infiltrate the guard ranks as a member of the DB/TG would be pretty awesome, who doesn't love some subterfuge. A guard skill line however should really only affect criminal players or those currently with bounties. You can use some sort of reward system with gold and/or items to entice players who may avoid pvp in the game to give it a try.
On second thought, let's not go to the forums. 'Tis a silly place.

Corrupted guards? That would make things interesting, however maybe a bit too complicated for the initial release.

And the skills should be like fighter's guild, where they are decent on their own, but really shine when used on criminals.

What about a Guard ability that puts outlawed players under a head schakle for 20min when they get arrested (defeated) in the middle of a town allowing for NPCs and players to throw cabbage and cheese at them while they are been called names!

I don't really care about guard skill lines, I just want guards to scream "halt" at the people committing crimes, like in Daggerfall.
