Do you guys have your "battle scaling" enabled in the options?

They didn't forget, they decided to take a wait and see approach. I brought this up in the beta when they were still teawking the guards. I mentioned again when they bumped them up to V5. I pointed it yet again in the announcement thread and that is what we were told.I personally would assume that all NPCs in the Non-Vet campaign should be Level 50, and ZOS just forgot to (or cannot?) set them as that for that campaign specifically. I assume battle-levelling still buffs stats to around the Level 50 mark as well?
