can someone please upload those 2 files from the latest eso patch, i accidentally deleted them and now i have to redownload the whole game, the repair button doesnt work, and i think zenimax should really fix this.

I don't see exactly why Zenimax should "fix" anything. You deleted the files (for Stendarr knows what reason), and now the launcher is making you re-download the game.
Did you confirm with a CS rep that getting the files from someone else would actually work?

Well, it's not even so much a security thing. I just have a feeling that these files are for your system, and that the OP would just further break their install by using someone else's copies.
OP: Did you actually contact CS about this? And is this the course of action they recommended?

Am I actually reading this correctly...
You "accidentally" deleted the files the game uses to check the integrity of your game data files by going in and manually deleting them - causing the system to do exactly what it is supposed to do (redownload the data files to ensure integrity).
You then "accidentally" emptied your trash/recycle bin so that you couldn't restore said files (and took no proper backup before "accidentally" deleting them in the first place).
You then want to know why Zenimax hasn't fixed it?
There are two answers to that, take the one you prefer:
1) Not a bug, it's a feature.
2) Pebkac error, will not fix.
While I'm sure there likely isn't a huge security risk here, and while I'm sure emailing the files likely will work (I've transferred the entire game between computers in the past due to random computer failures during the Beta, and those were not the computer specific files that needed to be altered/redownloaded/etc.) - provided you didn't "accidentally" do anything else to any other files...(consider that my disclaimer) - frankly, if I were you I'd just leave the thing to download and go...not touch random keys on the computer for awhile.

I agree that it is my fault by accidentally deleting those 2 files, but it is the job of the launcher to redownload the tampered or missing files, not redownloading the whole game when a 9.3mb and 16kb files are missing.

It is not the launcher's job to assume that you only messed with two files that you shouldn't be touching in the first place. If it detects missing files, it needs to assume that the entire installation is likely corrupted and do exactly what it's doing.
