No, and if I remember correctly only the one 'in use' weapon counts to one of the set pieces too..
So for example, You have a Bow of Awesomeness and a Staff of Awesomeness in your primary and secondary slots respectively, you'd only get 1/5 towards the 5/5 of the set..

So with a shield you can get 9 'set points' but not dual wield? Seems unfair
