Because some people want to have emp and the points to be emp for as long as possible.
The all levels part probably has a bit to do with it as well. Cant get your lvl 10 alt in to sabatage or listen in in the vet-only server. gotta actually level it up
anyone with half a brain who wants to try for emp, would be on the shortest campaign possible. so that once a week when that campaign resets, they have the chance to play very hard that ONE day, and get it, with another chance next week if they fail. as opposed to a long campaign where after a few days, the only ones with emp are the same 3 jobless people who live in their parents basement.
The major reason people want the longer campaigns is that it allows the good players to rise and stay to the top. You won't be knocked off the top 10 just for not playing 1 day and your points won't reset every week.
It's like the league in any sport. Would you be interested in NBA or Football or whatever you watch, if the league ended every month and there was a new champion? Would there be any value in being the champion after such a short competition?
Also, a lot of the players of different factions got to know each other and got talking through in-game guilds and this forum in part because they could see the other players in the rankings. It was a positive thing.
oh wait, i get it now, you are confused into thinking that time invested = skill.
just because someone has no job and plays 24/7, doesnt make them "good". the result is the same 3 people (one per realm) holding the title the entire time, despite their lack of skill.
i have seen the top leaderboard groups get crushed by low ranked skilled players, proving this.
thus, shorter campaigns are more favorable to anyone who seeks to acquire the title, like i said.

WTF are you talking about? If you have a job you'll still be able to play less than the student (for example) who doesn't. Weekly or Monthly or Yearly campaign won't change that.
If anything because of the short duration of the campaign the difference will be even more pronounced. The longer the duration of the campaign the more the AP/hour accumulation matters over time. Because like I said that 1 day you did or didn't play does not matter so much.

on weekly campaigns, once a week you will have one day where everyone is at zero, and everyone has the chance that afternoon to play well and get it... as opposed to long campaigns where if you werent on and playing hard the first day, you have no chance till it ends in the distant future.

Let me see if I get this...you say we should jump on the shorter camps because we can really play hard for one day and somehow have a chance at Emp after 7|14 days. Where @demonlkojipub19_ESO is saying you can play normal (maybe missing he first day) and you will probably make fairly high on leader board if you are good.
So your way is to play 24 hours and somehow hang on to it, but not necessary to be good at all. Of course you cannot make AP as a Zerg, which was your original argument. In other words you just want Emp and you have probably never had it...
Or you can play in a long term campaign and get on the leaderboard via defending and actually playing well, and i might add that it would be fun and you get to know people and guilds. I personally do not care about Emp as long as it is not being farmed and I like the game not trying for a now completely soiled title and few ticks power, though I take special pleasure in killing former emps.

As far as I am aware, the population cap per campaign has not changed. If it had, I think they would have promoted that fact more. IMO there should be 2 x 30-day standard campaigns and 2 x 14-day standard campaigns.
