The higher cost of respecs was to prevent people from constantly doing it. If you are limited on respecs, than there are some consequences to your choices.
If your cost is only 4k, than you only have 40 skill points. Why do feel the need to respec this early? Leveling a new skill or ability this early in the game takes about 5 minutes. The problems arise when you're in the later stages of the game and have 250 skillpoints and only need to reset 1 morph. This cost is being addressed, as well.
I don't mind paying 100g per skill point I want to change. Forgive my ignorance, but why is respecing constantly a bad thing? At low levels you just don't know your class and at high levels I want to play around with different builds. With the freedom ESO gives you it's hard for me to see why i should be penalized for experimenting.
I'm not saying I want respecing to be free or even cheaper. I've just seen this argument across many MMOs and don't know the thought process behind it.

I really wish you could tell us more about the new "normal" and "slightly cheaper" definitions. Sorry but I don't trust you guys with subtleties anymore. Is it just that you haven't decided yet? I honestly wouldn't care if it was the same price as the current amount if we could just respec the skills we need to. It's a real hassle to respec and then have to spend 70 points instead of maybe 10 or so that I actually want to.
I doubt theyll introduce individual skill respecs any time soon. Those systems are not in game atm and theyd have to code them from scratch.

I'd like some semblance of the RP in MMORPG to remain in tact, instead of the entire genre becoming nothing more than a min / max fest of changing anything and everything on demand just because you want to do something new. The immersion in this game (and other MMO's) is already bad enough as it is... at some point it shows when they aren't even trying anymore.
