For the love of the Eight...stop trying to change the way Elder Scrolls games have always been played...I beg you.

Yes, free weapon skills and leave Stamina there to dodge roll, block, sprinting, sneaking. The weapon skills should all have activation cooldowns so that there isn't spamming.

They won't do cooldowns as a promise so that won't happen. 4th resource for block/dodge/etc is needed for ESO, the MMO.
Stamina for everything worked in the single player iterations because all there was were light attacks and then heavy attacks which cost stamina, and no other players bombarding you and draining your resource. NPC's were pretty slow and so were block costs. There wasn't even Dodge or CC break to consider for stamina drain. Its too much to try to make it the same melee/bow weapon skill resource.
