To be honest @SuraklinPrime I don't think this has ever been fixed, just like the endless 'Request loging', 'Requesting character load' and others.

Seems to me it's simply an endemic problem in the 'mega-server' architecture that ZOS either can't or CBA fix.

Maybe it's packet loss, maybe simply system overload, maybe the hamsters go on strike for more seeds, who knows. I have two PCs often running two accounts, I can often load fine on one while the other sits with the spinning icon .. both trying to load into the same location, and no, it's nothing to do with layering, it's clear player numbers of so low layering rarely kicks in.

On launch when I tried to load two characters to the same place they'd rarely if ever be in the same layer .. it's nigh on two months since that happened, they now always load into the same layer: given ZOS haven't said and there's no reason to think they have made structural changes to layering (if they had I'm sure they'd have said something) the only other explanation I can come up with is player numbers are so low the system doesn't need more than one layer at a time.
