Patch 209 error why make me download it all again?

Why is it that when I follow what is posted here (https://help.elderscrollsonline.com/app/answers/detail/a_id/6486/~/when-attempting-to-patch-the-game-client,-i-receive-a-patch-manifest-error--) I have to download 26gigs again? It only has you delete a few items...And yet the game wants to reinstall itself. This seems rather...Stupid

The "repair" option is checking every files from the game. If during the repair, the launcher is installing something, it's probably because the game didn't get these files in the first place. A repair can be a long option, but worth a try.
