Sadly, the OP does not understand what RP is all about, nor how most RP events are organized. In almost all cases, you just cannot 'jump in'. Most RP events will be on their own custom channel / VOIP so they will not even hear you. If you want to RP, get in a RP guild and get involved.

I have to say that I respect your opinion but I completely disagree with you. Even in another chat screen they could have seen him and just OOC whispered they were involved. I can give the benefit of the doubt on maybe they didn't see it. I would not refuse someone RP though and could easily handled an addition IC under most any circumstance.

If I was in a RP event and some random dude tried to crash it, I would ignore him as well.

In a pre-made RP event, you are not wanted. There is no OOC. No one wants to talk to you at that time. No one even really wants to see you. You are a party crasher.
Make some RP friends IN ADVANCE of an event if you want to be included. Otherwise, get lost.
They don't CARE if you are trying to RP.
The point is that you are NOT INVITED to join in.
It is a closed event.
Again, if you want to be part of a RP Event, you need to become a part of the RP group IN ADVANCE of the event.

I would also like to point out that the folks here that would attempt to disrupt a RP event because they could not just jump in and play are EXACTLY the reason RP events are pre-planned and closed to the general public.
The OP would have had better luck getting involved with a RP group if he had actually RPed his rejection and left quietly. He might not have been in that event, that day, but he might have been invited to the guild and been up for a future event.
But, by acting like a spoiled crybaby, he sealed his own fate. As I expect, have most of you!

"RP Event" to me sounds like "play Date" I'm not 3 years old, I shouldn't have to schedule my fun, and for that matter neither should a three year old.
RP to me is best when organic, the best RPers are the ones who never even reference they are RPing and are in character all the time, even when playing the game normally and interacting with everything that happens around them, regardless if it's someone chewing on a chicken drumstick while naked in the middle of a forge or someone talking Shakespearean in a game that has never made any reference to any of its characters EVER talking like that.
Any time anyone starts an RP with 'hey wanna RP' I turn off, because at that point you're playing a role in some book at story time not actually being the character you are playing. I prefer reacting to things how my Kahjiit would react, dismissing someone by saying 'ziss on you', Giving information on boss fights as if I was spying on them earlier, Sending people mail that isn't just Blank/Blank when I make them some armor.
A friendly Argonian telling me 'swim in the river of courage friend' after I buy something from him is a more exciting and immersive than listening to paragraph long description of how someone became an orphan and got that scar over their eye.
So to OP. You didn't miss anything important, I wouldn't worry about it and just have fun doing what you like.
I think you're mistaking an "organized event" for a "scripted event". I've been in a couple of organized events before - everyone is free to react how they would, the only difference is that we're all getting together in the same area. In some cases, you have a couple of people who have set jobs, like guards or public speakers, which makes sense. Never before have I been to an event that is completely scripted. Though I don't doubt that happens, I do doubt that this was one such event. I'm certain they were just ignoring him, and, as rude as that is, that's not scripted.
Also, who said you can't RP over voice chat? Just because everyone else can't see what you're doing, you're not talking IC?
Wait until you can kill NPCs and the next time you're ignored take out every NPC in the bar. Let's see what an impact an empty bar with a raging / wanted maniac has on their role playing.
