Mounted combat would never work in keeps.............

But it could be an interesting perk for stamina builds if they could somehow pull it off. I'm totally against being able to use magic in mounted combat, but weapons are perfect for it. Weapon skills are not designed for it right now but they need a revamp anyway so maybe some can be enabled for use when mounted.

I would say that, while mounted, you'd have a completely different action bar devoted specifically to "Mount Skills." So nobody would be using class abilities while mounted.

I don't want even that. I want stamina builds to be able to effectively fight on horseback, and magicka builds to not. There is no benefit whatsoever to using a stamina build right now, and this is potentially a (fictional) way to help correct that.
And yes it would screw over a majority of players right now. But I'm really against this magicka - staff - light armor trend, which is a fault of the game design not the players. If you want to be a staff-wielding magic user you're sacrificing the potential to fight effectively on horseback. If you want to be a weapon-wielding stamina user you're sacrificing your ability to fight as effectively on foot (light armor staff builds are so superior it's ridiculous) but you can fight on horseback.
This is only for Cyrodiil. I don't know how it could work in PvE. And it's only fictional theorycrafting anyway, I don't ever expect to see it.
