Though I agree with being able to repair your gear, especially part of the crafting skill, I don't think it should be easy to get. The game needs some gold sink.
This should have a high cost in skill points. I'd say 1 skill point per piece of armor and weapon

the game is jampacked with gold sinks. While I think repair costs are one of the reasonable ones, the game could do with a great deal fewer gold sinks.

Agreed, but ZOS wants inflation strictly minimised.
Personally I think if they reduced the cost of horses, and allowed us more mounts, we would spend more on that.
